Well, the search engine consider backlinks for considering the popularity of a site hence it is extermly important to get quality backlinks from high P.R sites only quantity is not going to work there. Search engines want websites to have a level playing field, popularity and look for natural links built slowly over time rather than built in single day or in very short span of time.

When search engines calculate the relevance of a site to a keyword, they consider the number of quality inbound links to that site. So one should not be satisfied with merely getting inbound links, it is the quality of the inbound links that matters.
